I guess it's in the wrong section, probably better to put it in an "other" section.
Very many people find crossposts to be a spammy annoyance at best or very aggravating at worst. The Fediverse is not the place to build a graveyard for Twitter posts.
You can help yourself by creating many filters, but posts with just Twitter handles (without the @twitter.com) can't easily be filtered, so they are specially annoying.

What is the meaning of the Twitter-Fedi crosspost paragraph?

What issue is it trying to avoid/portray?

That Fedi users post Twitter handles that get understood as local handles when they copy the text of a tweet? or that it isn't allowed anymore to give credit to the original post that didn't originate from Fedi?
